		<description>I suppose some commenters have heard of the HRC&#039;s first foray into the US; a Brazilian urban planner, Raquel Rolnik, is investigating violations of the right to housing, and will be visiting Pine Ridge Indian Reservation as well as various cities such as New York and Chicago among others. It&#039;s certainly ironic that someone from the land of &lt;em&gt;favelas&lt;/em&gt; is investigating problems &lt;em&gt;here&lt;/em&gt;. 

The UN Declaration of Human Rights is so broad that I&#039;m sure many of the rights it spells out are violated nearly every day in some way in every nation. How can all these rights be violations be investigated by  a single Human Rights Council, or even ten Human Rights Councils?</description>

		<description>Given the content of rulings out of both bodies, which IIRC rarely dealt with much besides the latest charges against Israel or the US, I have little faith in this part of the UN.

As long as the majority of member nations in the UN are statist-type governments, from the outright tyrannies such as Zimbabwe to quasi-&quot;open&quot; centrally controlled states such as China, the individual will always be of much less value than the state to the political class running the state.  This makes, for me, any pronoucements on human right from this body or anyone else at the UN pretty useless.</description>

I think that this is closer to our current legal system than you suspect, on both aspects.  We can&#039;t know for sure how many criminals get away, but it would be quite surprising to me if it wasn&#039;t a majority, at least when we include all thefts and assaults.  Even a fairly larger percentage of serious crimes such as murders are never solved.  What moral we should draw from this I&#039;ll leave for others to decide.</description>
