It also reminded me of just how close vanity license plates are to being a constitutional entitlement in Virginia. Seriously, the ratio of vanity license plates to overall license plates in Virginia has to be the highest in the country.

Not sure what the law in VA is, but in its neighbor to the south, license plates cannot be sold. See N.C. Gen. Stat. 20–64. Wonder if VA has a similar statute...
