The Latest Signing Statement

On December 23, the President signed an omnibus spending bill and issued a signing statement detailing his objections to various provisions and limitations contained in the bill. Several of the bill’s provisions “raise constitutional concerns.” Accordingly, the President announced these provisions would be interpreted in a manner that would minimize potential constitutional conflicts and applied ” in a manner consistent with my constitutional authority as Commander in Chief.” Furthermore, the President explained, he would “not treat these provisions as limiting my constitutional authorities in the area of foreign relations.”
