How Fast Is Google?:
I am posting this at 12:54 am Eastern Time, 11:54pm under the VC clock. I will then check Google to see how long it takes them to record the post and make it available through their search engine. Stay tuned, gropriwn.

It might take a few days, and this way you'll have an email telling you when it got added almost to the minute.
Except it is not so much traffic as Google ranking although traffic has a bearing. It also helps to be a blogspot site. They get extra points.
It is basically predicting the next update time from a bunch of parameters, including:
1) past update history of the page
2) update history of linked pages
3) update history of similar pages
etc.
Pages are likely put into a modified priority queue where time for next visit is based on:
1) predicted next time of updated
2) importance of the page
3) diff vs. last update
etc.
With this algorithm, highly trafficked blogs will get scanned and downloaded several times a day, as will news sites.
P.S. Could anyone with actual knowledge how we've wound up in central time post the answer?
Why not set it to Zulu Time? Then there's no putzing around with Daylight Saving Time.
