Climate change is no longer just an environmental issue. It's now an issue of race, according to global warming activists and policy makers. As a substantive matter, poorer people are of course more vulnerable to all sorts of economic shocks than are wealthier people--including shocks caused massive regulation on behalf of environmental causes.
