This Thursday, Emory Law School and the Emory Law Journal are holding the 2013 Randolph W. Thrower Symposium. This year’s topic is Privatization: Managing Liability and Reassessing Practices in Local & International Contexts. The keynote speaker is the judge I clerked for in 2004-05, Chief Judge Alex Kozinski of the Ninth Circuit. Here’s the blurb:
In recent years, the government has increasingly contracted out public functions and services to private parties. Prompted in part by government budget cuts, key Supreme Court decisions, and American involvement in conflicts abroad, private parties play an increasingly critical role in the government. Expanding on previous discussions of privatization, the symposium will focus on certain aspects of privatization that have evolved in recent years. Underlying questions include whether the changed economy makes privatization more critical, how privatization has changed legal liability, how previous legal practices should be reassessed, and whether certain public functions should not be delegated despite increased efficiency. To that end, the 2013 Randolph W. Thrower Symposium presented by the Emory Law Journal will bring together leading scholars and practitioners to advance the discussion of privatization as it relates to modern liability and practices. The Symposium is free and open to the public. For members of the Georgia Bar, it is an excellent and inexpensive opportunity to obtain CLE credit. The $65 registration fee covers five general CLE credits, parking, breakfast, lunch, and a reception after the event. The registration fee is waived for clerks and judges.
